State Dept. to introduce improved defense export system on April 16

The State Department’s Directorate of Defense Trade Controls has announced that it will be introducing its improved internal case management system, DTrade2, on April 16. As of that date the DTrade2 application will receive all new license submissions and any new submissions to DTrade1 will be returned without action with a request to resubmit using DTrade2. However, DTrade1 will be available to track status and to attach amplifying data to pre-existing cases as required, and DDTC will continue to process any cases submitted via DTrade1 prior to April 16 until the review is complete.
DDTC states that while many of the changes associated with DTrade2 will have very little impact on the applicants, there are some exceptions.
• New amendment forms DSP-6, 62 and 74 are being introduced. The paper DSP-119 will no longer be accepted, but DSP-119s submitted via ELLIENet will continue to be available for approximately 60 days.
• All forms have been modified to include updated expiration dates, expanded country selections, the inclusion of disclosure information and an updated applicant statement refining the transaction exception statements.
• All form types will be available for batch interface customers.
