White House Delays Plan to Revise Rules on Taxation of Overseas Profits

According to press reports, the White House is putting on the back burner a plan announced earlier this year to overhaul the way the U.S. taxes profits on overseas business operations. Business groups are now working to stall a similar effort in the Senate.

DOC: Trade Deficit Down
Trade Deficit Falls on Decline in Imports. The U.S. goods and services trade deficit fell nearly 4% in August, declining $1.2 billion to $30.7 billion. Exports edged up $0.2 billion to $128.2 billion and imports fell $0.9 billion to $158.9 billion. Year-on-year, the deficit was $30.2 billion lower, with imports down $63.6 billion, or 28.6%, and exports down $33.4 billion, or 20.7%.

First-Ever Advance Customs Valuation Arrangement Reached in Korea
In July 2009, Yulchon Tax Group successfully represented a major multinational consumer product company (the “Company”) in its bid to reach an Advance Customs Valuation Arrangement (“ACVA”) with the Korea Customs Service for the first time since the introduction of the ACVA system at the end of 2007.

Korea Concludes FTA with EU as U.S. Continues to Stall
South Korea signed Oct. 14 a free trade agreement with the European Union, a pact press sources call the world’s biggest since NAFTA. Observers say the FTA shows that Korea is moving ahead with trade liberalization efforts despite the lack of U.S. action to implement an FTA it signed with Korea in 2007. The Korea-EU agreement is expected to take effect, following final approval by the Korean legislature and EU member governments, in the latter half of 2010.
