KWTC hosts Russian rule of law delegation

The Kentucky World Center recently received a delegation of judges from Russia. Six Russian jurists participating in the Open World Program spent one week in Lexington examining the U.S. judicial system with the help of Judge John Rogers, US Court of Appeals for the Sixth Circuit.
Managed by the Open World Leadership Center, Open World is the only exchange program in the U.S. legislative branch, and its five-year-old rule of law program is the largest U.S.-Russia judicial exchange. Participants get an inside look at the U.S. judicial system and develop ties with the U.S. judges who host them. They also gain insight into how the U.S. political system promotes and protects judicial independence and the rule of law.
While in Kentucky, the visiting Russian jurists visited several court proceedings, toured a federal prison, and met with many local judges and attorneys. During a visit to Louisville, the delegation met with representatives of Greenebaum Doll & McDonald, and toured the firm's offices.
The visiting delegates are:
- Eduard Taymuradovich Morgoyev, of Supreme Court of RNO – Alania, from Vladikavkaz, North Ossetia-Alania;
- Alan Elbrusovich Botagov, of Industrial District Court, Vladikavkaz City, Severnaya-Osetia Republic, from Vladikavkaz, North Ossetia-Alania;
- Valentyna Konstantynovna Dzhulchyhynova, of Republic Kalmykia Supreme Court, from Elista, Kalmykia;
- Aslan Georgiyevich Khugayev, of Soviet District Court, from Vladikavkaz, North Ossetia-Alania;
- Tatyana Pavlovna Manzhikova, of Elista City Court, from Elista, Kalmykia.
- Kseniya Nikolayevna Lapteva, from Judicial District No. 1, Medvedevskiy Provincial District, Mari-El Region, accompanies them as a facilitator.
The Russian jurists also took part in several cultural and community activities, including tours of the Toyota plant in Georgetown and the Woodford Reserve Distillery in Versailles.
The Open World Program is a unique, nonpartisan initiative of the U.S. Congress that builds mutual understanding between the emerging political and civic leaders of participating countries and their U.S. counterparts. It also exposes delegates to ideas and practices they can adapt for use in their own work. Founded in 1999 with a focus on Russia, the program has also in recent years hosted delegations from Lithuania, Ukraine, and Uzbekistan. Delegates range from first-time mayors to experienced journalists, from nonprofit directors to small-business advocates, and from political activists to high-court judges. Nearly 11,000 Open World participants have been hosted in all 50 U.S. states. The program’s administering agency, the Open World Leadership Center, is a legislative branch entity with offices at the Library of Congress.

CBP says more vigilance needed by C-TPAT members, outlines additional measures
U.S. Customs and Border Protection has issued a security bulletin urging Customs-Trade Partnership Against Terrorism members to increase their vigilance over their supply chains and outlining various measures such companies can take to meet that objective. WCO recommended tariff schedule changes slated to take effect Jan. 1, 2012
The World Customs Organization has posted to its Web site a list of recommended amendments to the Harmonized System nomenclature that are scheduled to enter into force Jan. 1, 2012. Affected goods include certain animals and animal products, foods and agricultural products (fruits, vegetables, grains, nuts, spices, etc.), chemical substances, wood products, textile products, machinery, furniture and video game consoles (see attached for the full list). Congress is currently preoccupied with the issues of health care reform and climate change, and little substantive action on trade issues is expected until after lawmakers return from their summer recess in early September. UPS Launches Ground Shipping from Mexico to the U.S.
Northbound Service Ideal for Less Urgent Shipments
