Trade preferences suspended for Bolivia; other programs see changes too

President Bush has issued a proclamation suspending the designation of Bolivia as a beneficiary country under the Andean Trade Preferences Act and the Andean Trade Promotion and Drug Eradication Act, effective Dec. 15. This action was taken after the president determined that Bolivia was no longer performing satisfactorily under the counternarcotics cooperation criteria of these trade preference programs.
This proclamation also makes certain changes to the Harmonized Tariff Schedule of the U.S. regarding:
• the earned import allowance program under the U.S.-Dominican Republic-Central America Free Trade Agreement for trousers and certain other garments from the Dominican Republic;
• the designation of Mauritius as a lesser-developed beneficiary developing country under the African Growth and Opportunity Act; and
• the modification of the North American Free Trade Agreement rules of origin for certain textiles from Canada.
