Presidential Proclamation Modifies Rules of Origin in Chile, Singapore FTAs

President Bush recently issued a proclamation modifying the Harmonized Tariff Schedule to reflect changes to the rules of origin under the U.S. free trade agreements with Chile and Singapore. Specifically, this proclamation modifies HTSUS General Notes 25 and 26 to ensure the continuation of tariff and certain other treatment accorded originating goods under tariff categories modified in proclamation 8097 and to carry out the duty reductions proclaimed in proclamations 7746 and 7747 (which implemented the Chile and Singapore FTAs, respectively). These modifications will be effective with respect to goods entered, or withdrawn from warehouse for consumption, on or after Feb. 7.
